General Secretary Boutros Boutros-Ghali has asked the United Nations Security Council to consider taking ``forceful action'' to ``restore law and order and end the massacre'' in Rwanda.
If ever there was a need for international, and United Nations, action, Rwanda is it. According to reports, which may be over- or understated, a quarter million civilians have already been killed in this central African country. It is certain that many more thousands will die unless food and medicine are delivered, while even more will be killed unless the slaughter is forcibly ended.
